Diversity Development Programs

BODD office manages and monitors the administration and compliance of the Disadvantaged Business Enterprise (DBE) Program, Airport Concession Disadvantaged Business Enterprise (ACDBE) Program, Small Business Economic Development Advocacy (SBEDA)Program and the Title VI Nondiscrimination Compliance Program for the Aviation Department.

Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program

The DBE program was created to minimize concerns related to minority discrimination in the award and administration of contracts in Department of Transportation (DOT) funded projects. The DBE Program is a federal program required by 49 CFR Part 26. 49 CFR Part 23 is the DBE program for airport concessions. The San Antonio International Airport is a medium hub primary airport and has received federal funds authorized for airport development.

Small Business Economic Development Advocacy (SBEDA) Program

The SBEDA Program uses the Airport’s purchasing power to build the capacity of small, minority and women-owned businesses by assigning participation goals to Airport contracts and eliminating barriers to competition.

The City requires that all subcontractors performing work on DOT-assisted contracts shall be promptly paid for work performed pursuant to their agreements, in accordance with all relevant federal, state, and local law.

Small Business Element

The City has created a Small Business element to structure contracting requirements to facilitate competition by small business concerns, taking all reasonable steps to eliminate obstacles to their participation, including unnecessary and unjustified bundling of contract requirements that may preclude small business participation in procurements as prime contractors or subcontractors. The City will actively implement the program elements to foster small business participation; doing so is a requirement of good faith implementation of our DBE program.
